About Us
The Division of Rehabilitation and Liquidation (Division) is one of 13 divisions within the Florida Department of Financial Services. It serves as the Receiver of insurance companies that are placed in receivership, primarily for purposes of rehabilitation or liquidation. Under an order of rehabilitation, the Receiver seeks to remedy the problems that resulted in the company being placed into rehabilitation. In liquidation, the Receiver collects all assets of the company and ultimately distributes the available assets to claimants under a statutory prioritization. In both instances, the Receiver is responsible for conducting business on behalf of the company that has been placed in receivership. This process entails providing an array of services which include Accounting, Asset Recovery, Claims, Legal, Information Technology, Administrative Services, and Estate Management functions.

Infrastructure Manager

SUMMARY:
The Division is seeking an Infrastructure Manager. This position plans, coordinates, manages, and implements infrastructure functions related to computer support, desktop, database, and network systems administration for insurance companies in receivership and the Division. The position is located in our Tallahassee office and reports to the Director of IT. The duties and responsibilities include:
GENERAL DUTIES INCLUDE, BUT ARE NOT LIMITED TO:
- Supervises and leads the Infrastructure Unit which has accountability for computer support, desktop, database, and network systems administration services for the Division and insurance companies in receivership.
- Directs and assists with the analysis, design, development, implementation, testing, configuration, operation, monitoring, upgrading, and support of hardware, software, networks, servers, virtual machines, data communications, security, and storage systems and services.
- Manages onsite activities of the Infrastructure Team by coordinating the control of or access to information systems used by insurance companies in receivership and performing an evaluation of the company's hardware, software, system security, access, infrastructure operations, and procedures during the initial stages of receivership. This may also include serving as a member of estate teams.
- Oversees ongoing receivership resource management for the Infrastructure Unit and participates in continued analysis, coordination, design, development, implementation, operation, and maintenance of information systems for the receivership process.
- Acts as an expert of infrastructure and a second-level support for elevated technical issues by providing advisement, support, and assistance to staff, troubleshooting IT issues, and resolving technical problems in a timely manner.
- Assists with the evaluation and adoption of cloud technologies supporting hybrid infrastructures for the Division and companies in receivership.
- Develops and implements cybersecurity measures to protect sensitive information and systems from cyber threats, including malware, phishing attacks, and data breaches.
- Monitors IT security events, addresses system vulnerabilities and security risks, and resolves system emergencies with significant impact on the integrity of user data and systems.
- Participates in routine disaster recovery planning processes, makes recommendations to improve business continuity including backup procedures and process automation, and serves as a member of the Division's Emergency Management Team.
- Collaborates with the Director of Information Technology to develop and implement technology strategies, policies, procedures, performance standards and metrics that meet the business goals of the Division, improve information security, and optimize best practices for technical solutions.
- Research, tests, and makes recommendations about new and emerging technologies, enterprise solutions, and other tools that will enhance operations and support strategic initiatives.
- Maintains a library of documented procedures for the Infrastructure Unit and ensures the unit operates in compliance with regulations, standards, security, and best practices governing IT.
- Assists with the development and management of the IT budget, including allocating resources, tracking expenses, and ensuring cost-effectiveness for the Infrastructure Unit.
- Performs contract management functions in support of infrastructure needs by participating in the solicitation of provider contracts, serving as contract manager, providing technical assistance, managing relationships with IT vendors and completing other program management activities in compliance with policy regulations.
- Performs after-hours IT support on an as-needed basis and other duties as required.
SALARY RANGE:
The hiring salary range for this position is $85,000.00 – $95,000.00 per year.
MINIMUM QUALIFICATIONS:
- A bachelor's degree from an accredited college or university in computer science, information systems, technology, or related field such as cybersecurity, programming, or engineering; AND
- Five years of professional experience in information technology, infrastructure, virtual machines, database administration, network/storage administration, or cloud systems, two of which must be in a supervisory capacity; OR
- Professional experience as described above may substitute on a year-for-year basis for the required education. Professional experience must equal a minimum of nine years, two of which must be in a supervisory capacity.
