Fingerprinting Information

Fingerprinting vendor website: www.L1enrollment.com/FLInsurance

Fingerprint/criminal history results are valid for only ONE (1) YEAR. This means that if an applicant applies for another type/class during this ONE (1) YEAR period, he/she will NOT be required to file another set of fingerprints unless specifically requested by the Department to do so.

By submitting fingerprints, the applicant is consenting to the collection and retention of their fingerprints in order to complete a criminal history background check as part of the application, employment and/or licensing process. The fingerprints will be searched against the database maintained by the Federal Bureau of Investigation, and the central repository of criminal history records maintained by the Florida Department of Law Enforcement.

The procedure for challenging the accuracy or completeness of their background record is available from FBI.gov as set forth by the Department of Justice under Title 28 CFR 16.34.

IMPORTANT: We do not share fingerprint results with other agencies (i.e. the Department of Business & Professional Regulation or the Department of Agriculture & Consumer Services), or other states. We do not accept fingerprint results from other vendors or other states.

Applicants with a criminal history, click here for very important information.

NOTE: The Department does not accept faxed court documents

Instructions for Resident applicants

All applicants:

Fingerprinting is a mandatory requirement for almost all of the licenses, registrations, and certifications we issue. Please check the qualification page for the license or registration you are seeking to verify if your application requires fingerprinting.

You must be fingerprinted through our vendor, MorphoTrust USA, formerly L-1 Enrollment. You can register, find locations, and pay for fingerprinting by visiting www.L1enrollment.com/FLInsurance. The fingerprinting is $45.80, plus local Florida county sales tax.

After payment is made to MorphoTrust USA, you must submit your fingerprints electronically via LiveScan. A list of LiveScan locations will be presented to you following registering with MorphoTrust USA.

Once you have submitted your fingerprints to MorphoTrust USA, your fingerprints are submitted electronically to the Florida Department of Law Enforcement. The results of your fingerprint-based criminal history check are then submitted electronically to Florida Department of Financial Services. MorphoTrust USA never has access to your fingerprint-based criminal history.

If your first fingerprint submission is returned as illegible, MorphoTrust USA will need you to provide another LiveScan submission at one of their sites at no additional charge if it is submitted within 90 days of the first submission.

If both fingerprint results are illegible, you are NOT required to submit new fingerprints. The Bureau of Licensing will submit a name check request to the FBI. Please allow up to 45 days for processing. Once the results are received, we will continue our review of your application.

Once your application is complete, the Florida Department of Financial Services will notify you of your license or registration status by email and your MyProfile account.

Instructions for Non-Resident applications and Non-US citizens

Fingerprinting is a mandatory requirement for almost all of the licenses, registrations, and certifications we issue. Please check the qualification page for the license or registration you are seeking to verify if your application requires fingerprinting.

You must be fingerprinted through our vendor, MorphoTrust USA, formerly L-1 Enrollment. You can register, find locations, and pay for fingerprinting by visiting www.L1enrollment.com/FLInsurance. The fingerprinting is $45.80, plus local Florida county sales tax.

Registration and payment must be made to MorphoTrust USA. After completing the registration and payment, MorphoTrust USA will send you a fingerprinting packet. During this process you will have the option to select the cost and shipping method that best meets your need.  In this packet, you will find instructions and two (2) fingerprint cards with a pre-printed label generated by the information you provided when you registered with MorphoTrust USA.

Note: Fingerprints must be taken by a technician within a law enforcement agency or an entity approved by the Florida Department of Financial Services. Most law enforcement agencies and many security companies provide civil applicant fingerprinting services and are accepted by us.

Special Note: Non-US officers, directors and/or owners of agency/firms, must email the Department (via AgentLicensing@MyFloridaCFO.com) with their name, agency/firm name and the federal tax ID number prior to mailing fingerprints to Prints, Inc., as noted below.

Following registration and payment for the fingerprint cards, then both completed cards must be mailed to:

Prints, Inc.
MorphoTrust USA Florida Card Scan Operations
119 East Park Avenue
Tallahassee, FL 32301

*Do not include any documents with your fingerprint cards when you mail them.

Once you have submitted your fingerprint cards to MorphoTrust USA, your fingerprints are submitted electronically to the Florida Department of Law Enforcement. The results of your fingerprint-based criminal history check are then submitted electronically to Florida Department of Financial Services. MorphoTrust USA never has access to your fingerprint-based criminal history.

If your first fingerprint submission is returned as illegible, MorphoTrust USA will use your second fingerprint card you submitted. This is important as to why you must submit both of the completed fingerprint cards to the address above.
