Chief Financial Officer Blaise Ingoglia Announces Arrest of Licensed Insurance Agent and Criminal Illegal Alien for Selling Fraudulent Insurance Policies

TALLAHASSEE, Fla.- Today, Chief Financial Officer Blaise Ingoglia announced the arrest of a licensed insurance agent, Javier Gonzalez Jr., and criminal illegal alien Aliba Lamas Alvarez, for selling fraudulent insurance policies in Miami-Dade County. The arrest was made by the Department of Financial Services Criminal Investigation Division. Since CFO Ingoglia took office, DFS law enforcement officers has arrested 60 illegal aliens and continues to work with federal partners to make additional arrests.   

Chief Financial Officer Blaise Ingoglia said, “My administration has a zero-tolerance policy for fraud, especially for fraud committed by criminal illegal aliens. Our law enforcement division will continue to put these fraudsters behind bars.” 

Investigators identified 24 different commercial insurance policies for tow trucks that were fraudulent. Gonzalez Jr. and Lamas Alvarez sold policies to the insured owners that contained inaccurate information to satisfy the required insurance limits. Lamas Alvarez is not legally allowed to sell insurance policies in Florida as he is not a licensed insurance agent and is in the country illegally.  

Aliba Lamas Alvarez, an illegal alien, was arrested in Miami-Dade County on February 5, 2026. He has been charged with acting as an insurance agent without a license, organized scheme to defraud, and forgery.  

Javier Gonzalez Jr. was arrested in Miami-Dade County on February 5, 2026. He has been charged with filing false and fraudulent insurance claims and organized scheme to defraud. 

Prosecution of this case falls under the jurisdiction of the Miami Dade State Attorney’s Office. The Department of Financial Services encourages anyone with knowledge of insurance fraud to report it at FraudFreeFlorida.com | Florida Department of Financial Services.
