The Data Dictionary helps end users create unique queries by selecting specific data. It describes the tables and fields, and where applicable, related legacy data elements that are populated from on-going interfaces or the conversions that occurred in July 2022. The Functional Definitions tab describes all data elements and report terms (for calculated amounts) used in Florida PALM reports and queries for the CMS Wave. These definitions will help support end users’ understanding of Florida PALM information and reports. The Data Dictionary is located on the Florida PALM Operations Page.
Yes, when you click on the Look Up button (magnifying glass) next to a field, it will show available values. Note, only the first three hundred results display so you may need to use the search criteria to look for a specific value or refine the list of values.
A Spreadsheet Journal Upload tool is available to enter and upload multiple journal entries to Florida PALM at the same time.
No, transactions that require your approval will display in your worklist. End users will receive emails for transactions they submitted which have subsequently been deleted.

For the CMS Wave, Florida PALM configured Business Unit, Budget Entities, and Fund values according to the COA design. Category and Account values will be limited to only those needed to support the CMS Wave business processes.
Budgetary funds are Florida PALM fund values where appropriations will be loaded. Transactional funds are Florida PALM fund values where day-to-day business occurs and where cash balances may be stored. Budgetary fund values will be numeric while transactional fund values can contain both alpha and/or numeric characters.
A subfund is a transactional fund in Florida PALM and is intended to represent lower level funds. They were referred to as the subaccount in legacy CMS. Agencies can transfer between subfunds of the same “parent” fund in Florida PALM.
It is a stand-alone environment that looks and feels like the Florida PALM Production (live) environment. It mimics the Production environment so you can practice entering transactions and running queries and reports without impact to Florida PALM or your agency. Think of it as a practice environment.
Each Friday, the Sandbox will be refreshed, and all your practice transactions and queries will be erased and replaced with current data from the Production environment, so end users have updated Florida PALM data in the Sandbox. The Sandbox will be unavailable from 5:00 – 9:00 pm each Friday for the Sandbox refresh. Batch processing of interface files will not be used to support the Sandbox. New data will come in by way of refreshes from Production.
Accessing and using the Sandbox is easy. Current Florida PALM end users will:
- Go to https://finsbx1.flpalm.myfloridacfo.gov
- Login using the same credentials as the Production environment
- Begin using in the system. Please note, end users will only be able to perform the functions they currently are assigned in the Production environment.
You must be a current end user in Florida PALM. The Sandbox access mimics the Production environment access; therefore, access is given to those who hold a role in Florida PALM. End users are only able to access the functionality they have in the Production environment. Review the Florida PALM Access job aid to better understand how end user roles relate to system access.
You will automatically have access, no need to request Sandbox access.
Only CMS Wave end users have access to the Production environment. At this time, the Sandbox only mimics CMS Wave functionality and does not contain future system functionality.
No, your work in the Sandbox will not affect the Production environment.
If you have a system request or experience issues in the Sandbox or the Production environments, the Ticket Request Form should be completed online prior to contacting the Florida PALM Solution Center. You can attach screenshots and other related information to assist the Solution Center with diagnosing your issue. This form must be completed prior to the Solution Center diagnosing and resolving requests for issues. The Ticket Request Form can be found on the Florida PALM Operations Page.
