Walter Graham Named Director of the New Division of Unclaimed Property


TALLAHASSEE, Fla. – Florida Chief Financial Officer Jeff Atwater today appointed longtime unclaimed property administrator Walter Graham as Director over the newly established Division of Unclaimed Property. Walter has led the Department’s unclaimed property program for more than 10 years.
“Walter has dedicated his career to growing Florida’s unclaimed property program since 2003 and year after year, he has succeeded in returning record amounts of funds to consumers,” said CFO Atwater. “Last year, the program reached a new milestone of returning one billion dollars back to Floridians, and in one month last year, he led his team in returning more than $32 million in just 30 days.”
Throughout his tenure, Walter has overseen the payment of more than 3.7 million claims, worth nearly $2.4 billion to Florida’s citizens. These figures represent 88 percent and 85 percent of all amounts returned in the program’s entire 55-year history.
“A seasoned leader in the industry, we are grateful for Walter’s outstanding contributions to our unclaimed property program and look forward to what he will continue to accomplish in this new role,” said CFO Atwater.
Mr. Graham’s experience and leadership extends to the National Association of Unclaimed Property Administrators, where he served as the past president. Recently, he was named National Unclaimed Property Administrator of the Year by the Unclaimed Property Professionals Organization. Our Florida program has twice been named the overall best unclaimed property program in the nation by the same organization.
This new title follows the Florida Legislature’s passage of the Department of Financial Services’ efficiency bill this session. After Governor Rick Scott signed Senate Bill 908 into law, DFS was able to streamline how it conducts business and reorganize its structure. The Bureau of Unclaimed Property is now transitioning into the Division of Unclaimed Property in efforts to better utilize resources and ultimately best serve Floridians.
