2007 FDLE SPECIAL AGENT OF THE YEAR


Special Agent Ellen Wilcox, in recognition of her devotion to duty, many accomplishments and exemplary service, was honored by FDLE as the 2007 FDLE Special Agent of the Year. Promoted to Special Agent in July, 1981, Wilcox regularly works with law enforcement agencies, regulatory agencies and industryEllen Wilcox organizations to identify strategies to combat mortgage fraud, is a member of several professional organizations such as the Association of Certified Fraud Examiners, and is a nationally-recognized expert in the field of mortgage fraud. She is recognized for her work as a case agent of a complex mortgage fraud investigation impacting Florida, as well as the nation, involving both brokers and lenders responsible for almost 200 fraudulent loans worth nearly $18 million.


R E S O L U T I O N

WHEREAS, the Florida Legislature established the Florida Department of Law Enforcement (FDLE) and charged the agency with responsibility for preventing crimes, investigating violations of the criminal laws of the state, and assisting local law enforcement agencies in solving crimes; and

WHEREAS, FDLE Special Agent Ellen Wilcox was originally appointed as an FDLE Special Agent Trainee in June, 1980, promoted to Special Agent in July, 1981, and has made significant contributions toward the fulfillment of FDLE’s mission; and

WHEREAS, FDLE Special Agent Ellen Wilcox regularly works with law enforcement agencies, regulatory agencies and industry organizations to identify strategies to combat mortgage fraud, is a member of several professional organizations such as the Association of Certified Fraud Examiners, and is a nationally-recognized expert in the field of mortgage fraud; and

WHEREAS, FDLE Special Agent Ellen Wilcox has earned a reputation among her peers, supervisors, and colleagues in other law enforcement agencies and in the criminal justice community for her professionalism, teamwork, knowledge, expertise in the area of white collar crimes, particularly mortgage fraud; and

WHEREAS, FDLE Special Agent Ellen Wilcox was the case agent of a complex mortgage fraud investigation impacting Florida, as well as the nation, involving both brokers and lenders responsible for almost 200 fraudulent loans worth nearly $18 million; and

WHEREAS, the investigation led to the arrest of 10 defendants for racketeering, conspiracy to commit racketeering, obtaining a mortgage by false representation, and grand theft by fraudulently obtaining mortgages; and

WHEREAS, FDLE Special Agent Ellen Wilcox’s forward thinking, tenacious actions, and partnership with other investigators and officials resulted in useful documentation against the responsible individuals, assistance to victims, and prevention of similar activity in the future; and

WHEREAS, FDLE Special Agent Ellen Wilcox has consistently demonstrated her commitment to FDLE’s values of Service, Integrity, Respect and Quality through her actions; and

WHEREAS, FDLE Special Agent Ellen Wilcox, in recognition of her devotion to duty, many accomplishments and exemplary service, was honored by FDLE as the 2007 FDLE Special Agent of the Year.

NOW, THEREFORE, BE IT RESOLVED that the Governor and Cabinet of the State of Florida do hereby recognize and commend

for her service in the protection and safety of the citizens and visitors of the State of Florida.
