Process Areas

To facilitate the development of standard business process models and business requirements, the State’s future financial management processes have been categorized into the following ten Process Areas:

  1. Accounts Receivable/Billing to Receipt (ARB) – focuses on billing and receiving payments
  2. Asset Acquisition to Disposal (A2D) – focuses on recording, depreciating, and reporting on assets
  3. Budget Preparation to Reversion (BUD) – focuses on the budget management life cycle from request to reversion
  4. Cash In-Flows to Out-Flows (CSH) – focuses on verifying deposits, reconciliation, tracking receipts and warrants, and cash reporting
  5. Grant Application to Closeout (GAC) – focuses on establishing, managing, and reporting on grants
  6. Payroll Hire to Separation (PAY) – focuses on the financial transactions related to accounting for employee salary and benefits costs
  7. Procurement to Payment (P2P) – focuses on purchasing and paying for goods and services
  8. Project Development to Closeout (PJT) – focuses on establishing, managing, and reporting on projects
  9. Record to Report (R2R) – focuses on establishing ledger coding and record-keeping through financial reporting
  10. Treasury Management (TRM) – focuses on the Treasury functions required to manage and maintain custody of cash and investment resources

Process Models

The Level 2 Standardized Business Process Models formally document and communicate the State’s proposed future financial management processes for each of the ten Process Areas. The Level 2 Process Model for each Process Area provides a detailed view of the financial management processes and an explanation of the process steps. This Level 2 Process Model was used as a foundation for the creation of Florida PALM software business requirements. Both the Level 2 Standardized Business Process Models and the Florida PALM Business Requirements are resources for the Software and System Integrator (SSI) procurement process. These documents will be leveraged throughout the evaluation process as the State considers proposals for solutions and services to implement.
