Bogus Health Insurance Being Marketed in Florida
We are warning insurance agents and consumers of the solicitation of unauthorized health insurance plans sold by the Association of Independent Managers (AIM). The Office of Insurance Regulation (OIR) has issued a Cease and Desist Order to AIM. Preliminary estimates indicate as many as 1,800 consumers have already purchased these illegitimate health plans from AIM. The DFS has received complaints from consumers involving many agents soliciting health benefits through different unauthorized entities. Most notably, AIM recently marketed "AIM Health Plans." Agents and unlicensed individuals who sell unauthorized insurance can be required to pay all unpaid claims, as well as face felony charges. Agents can also lose their license and are urged to verify the companies they represent are licensed in Florida before they sell.

Proposed implementation for license ID changes
The proposed rule revisions carry out a budget reduction from the 2010 legislative session of approximately $420,000. We now permit licensees to print their insurance license ID electronically via a secure internet connection. The proposed rule revisions will not affect license ID cards for bail bond agents. Due to specific legal requirements, bail bond agents will continue to receive photo license ID cards. A hearing will be held on September 15 for the proposed rule revisions.

Proposed rules on unlawful inducements
The proposed rules define the term "unlawful inducement" and provide examples of prohibited acts and practices that are unlawful inducements to purchase insurance. One of the rules is specifically for title insurance. Hearings will be held on September 20 for the proposed rules.
