COMPTROLLER'S MEMORANDUM NO. 04 (2000-2001)
SUBJECT: MANDATORY DIRECT DEPOSIT OF EMPLOYEE PAYMENTS
Section 7 of Public Law 2001-43, known as Service First, revises paragraph 110.113(2), Florida Statutes, to make direct deposit mandatory for all salaried employees, effective January 1, 2002. The exemption for persons continuously employed since before July 1, 1996 is removed.
In order to convert the approximately eighteen thousand state employees who are not participating in the EFT program, we are asking your assistance implementing the attached schedule. This will level the workload in our EFT Section and allow staff to provide employees the careful consideration they deserve.
The EFT Section will make available to each agency, department or branch a Microsoft Access database of its current employees who should be included in the voluntary sign-up effort. The database will be furnished immediately prior to the month in which the sign-up should occur and will include payroll distribution codes for ease of distribution. An Access report program will be provided that allows agencies to preprint employee EFT Authorization Forms based on the most current payroll and W-4 data. Since some of the information contained in the database is confidential, each Operating Level Organization (OLO) should provide the name, title, telephone number and e-mail address of the employee designated to receive this file. Responses must be e-mailed to directdeposit@mail.dbf.state.fl.us.
An EFT Compliance Report will be distributed to all OLOs in the state at the end of January 2002 and each month thereafter to assist in assuring continued compliance with the law. The report will show all persons who have not been granted an exemption from the mandatory participation requirement and who do not have a direct deposit authorization in process.
