Chapter 96-310, Laws of Florida, amended Section 110.113, Florida Statutes, effective July 1, 1996, to require mandatory participation in the direct deposit program by new employees. Use of direct deposit is now a condition of employment for a person appointed to a position in State government on or after July 1, 1996. OPS employees are categorically exempt from this requirement, but are encouraged to participate. For information regarding these requirements, please refer to Comptroller's Memorandum No. 1, 1996-97, dated July 5, 1996.

Attached for your use is a report of employees of your agency employed since July 1, 1996, who are not participating in the direct deposit program. This report does not include OPS employees. We have indicated on the list those employees who have been exempted pursuant to provisions of Chapter 96-310, Laws of Florida. This list also includes new hires who may have signed up for direct deposit, but are not yet active. Please review this report and take steps to ensure that required employees enroll in the direct deposit program as soon as possible, but no later than 30 days from receipt of this notice. Please provide information on actions taken and results of your efforts to enroll employees in the direct deposit program to Bob Spooner, Bureau of Accounting, Room 414 Fletcher Building.
