CFO Jeff Atwater Announces Arrest of Orange County Man for Illegal Bail Bond Activity

TALLAHASSEE – CFO Jeff Atwater today announced the arrest of Frederick W. Johnson of Orlando on charges of false imprisonment and unlicensed bail bonds agent activity stemming from activities when his license was suspended by the Department of Financial Services.
 
“This man displayed a clear disregard for the rules and regulations that guide the bail bond industry,” said CFO Atwater. “We have to hold the people who cheat the system accountable for their actions.”
 
The department’s Division of Agent & Agency Services along with the Bureau of Investigations conducted an administrative investigation involving Johnson’s failure to return collateral and maintain financial records, which resulted in a year-long suspension. During this period, Mr. Johnson was not to conduct any activity in any capacity as a licensed bail bond agent. However, additional consumer complaints were received by the department against Mr. Johnson during this suspension period.
 
The Division of Insurance Fraud investigated allegations of criminal activity while on administrative suspension and determined that violations of law did occur. Detectives determined that Mr. Johnson had been personally in contact with several clients regarding bond and collateral transactions. In one instance, Mr. Johnson forcibly removed a client from his home in handcuffs and transported the client to his bail bond office, No Limit Bail Bonds.
 
Evidence in the case was presented to the Orange County State Attorney's Office, and a warrant was issued for false imprisonment and two counts of acting as a bail bond agent without a license. Mr. Johnson was arrested on the warrant and booked into the Gadsden County Jail. The case will be prosecuted in the 9th Judicial Circuit.
