RESOLUTION

WHEREAS, Lieutenant General Robert Milligan (USMC Ret.) holds a distinguished record of 39 years of military experience, retiring as a Lieutenant General in 1991; and

WHEREAS, General Milligan served in the U.S. Marine Corps for 35 years, rising to the rank of three-star general, commanding two-thirds of the operating forces of the Marine Corps, including 92,000 Marines and sailors serving at 18 bases, stations and aboard ships in the Pacific and Indian Oceans; and

WHEREAS, General Milligan was elected to a four-year term as Comptroller of Florida in November, 1994, and subsequently re-elected in November, 1998, to a second term as the watchdog over taxpayers’ money; and

WHEREAS, as a member of the Florida Cabinet, General Milligan helped create the current position of Chief Financial Officer, earning a reputation as an independent leader who puts people ahead of politics by doing the right thing; and

WHEREAS, as a member of the Florida Cabinet, General Milligan helped create the current position of Chief Financial Officer, earning a reputation as an independent leader who puts people ahead of politics by doing the right thing; and

WHEREAS, on February 17, 2007, Florida Chief Financial Officer, Alex Sink, appointed former Comptroller, General Bob Milligan, as Florida’s Insurance Consumer Advocate, serving as a standing member of numerous boards and commissions participating in hearings conducted by the Office of Insurance Regulation, the Office of Financial Regulation and the Division of Administrative Hearings with oversight responsibilities including insurance rates, market conduct, consumer issues of affordability and accessibility, as well as quality and appropriateness of insurance products and services; and

WHEREAS, on December 11, 2007, General Milligan was appointed as Interim Executive Director for the State Board of Administration, overseeing the largest pension fund in the United States, including the Florida Retirement System Trust Fund; and

WHEREAS, having served the State of Florida with distinction, General Bob Milligan has earned the respect and admiration of his peers, his community, and the State of Florida.

NOW, THEREFORE, BE IT RESOLVED that the Governor and Cabinet of the State of Florida do hereby formally recognize GENERAL BOB MILLIGAN and thank him for his devotion to the State of Florida and her citizens.
