County, City, State, & Water District Employees: The Center for Medicare and Medicaid Services (CMS) offers information about COBRA provisions for public-sector employees.  An individual may contact CMS by writing however, they requested we send consumers that have computers to the following website due to their limited number of employees:

Federal Employees: Federal Employees are covered by a law similar to COBRA.  Employees should contact the personnel office serving their agency for more information on temporary extensions of health benefits. Federal Employees may also contact:

Private Sector Employees:  Private Sector COBRA laws are administered by several federal agencies.

 

The United States Department of Labor (USDOL) and United States Department of the Treasury have jurisdiction over private-sector health group health plans.

  • The Internal Revenue Service, Department of the Treasury, has issued regulations on COBRA provisions relating to eligibility, coverage, and premiums in 26 CFR Part 54, Continuation Coverage Requirements Applicable to Group Health Plans.  Both the USDOL and Treasury share jurisdiction for enforcement of these provisions.
