On March 5, 2004, the Florida Office of Insurance
Regulation held a public hearing to discuss Conseco Senior Health Insurance
Company’s request to cancel its home health care policies and its request for a
huge rate increase (211.6%). On April 20, 2004 the Florida Office of
Insurance Regulation issued an Order that denied Conseco Senior Health Insurance
Company’s request to cancel its home health care policies, in addition to the
requested rate increase. The Office ordered Conseco Senior to offer all its Home
Health Care policyholders nationwide the opportunity to choose among three
