Office of Purchasing Services

The Department of Financial Services (DFS) as well as all State agencies have been delegated the authority to make purchases.

Purchasing Services procures agency requesters their needs realizing maximum value for each dollar spent while complying with all laws, rules and instructions, and acting in public interest without regard for personal advantage or personal relationships. Purchasing Services continually develops an efficient, flexible, quality-oriented purchasing function by serving as an information warehouse designed to provide quality services to our customers. Purchasing Services expedites each purchase to the best of our ability within state procurement guidelines.

All purchases made for the DFS shall be processed by Purchasing Services within the Division of Administration, in accordance with applicable Florida Statutes, Department of Management Services, purchasing rules and agency guidelines.

Purchases made for less than $35,000 can be made from State Purchasing Agreements (SPA agreements) or by soliciting informal quotations. When a purchase exceeds $35,000 and is not available on a State Term Contract, agencies issue a solicitation for these purchases. These formal solicitations are advertised on the worldwide web via the Vendor Bid System.

For access to current solicitation opportunities issued by the DFS and the State of Florida visit the Vendor Bid System located at Purchasing Services/Vendor User.

Purchasing Card Program

The Visa Purchasing Card streamlines the purchasing process.  Each card is assigned to a person within a specific work unit.  The cardholder can purchase commodities and/or services of a small dollar value, eliminating purchase orders and invoices.
