COMPTROLLER'S MEMORANDUM NO. 23 (1994-95)
SUBJECT: MOTOR VEHICLE IMPACT FEE REFUNDS
Enclosed is the file layout for providing child support obligations and debt information to this office. The information must be provided no later than August 1, 1995, to:

After the deadline of September 1, 1995, for persons to file refund applications with DHSMV, DHSMV will provide each agency a file containing additional persons identified as eligible to receive refunds. Within 10 days after receipt of this file from DHSMV, each agency is required to provide this office with an updated file of delinquent child support obligations and debts owed to the State by persons eligible to receive refunds. This updated file will replace the original file submitted to this office and must include all debts and child support obligations outstanding on the date of submission of the file, which are owed by persons eligible for refunds. The updated file must include any debts or obligations that were included in the original file submitted and are still outstanding. This information will be used in processing the final group of refunds submitted by DHSMV.
If an agency reports a debt or delinquent child support obligation to this office, we will withhold the amount from the refund and prepare a letter advising the person of the right to a hearing. If a hearing is requested, the agency which provided the debt or child support obligation will be responsible for providing a hearing.
If no hearing is requested or if the hearing affirms that the debt or child support obligation is due, we will transfer the amount withheld to the agency's designated account. We will provide the agency a file containing the information regarding the amounts withheld and transferred.
