The FLAIR Journal Transfer process normally used for payment of vouchers
and transfers of funds will not be available to the five devolving universities
or to state agencies doing business with them by close of business,
Friday, May 30, 2003.
Agencies doing business with any of these five universities must
prepare to convert to a payment method of either state warrant or direct
deposit process. To assist in a smooth transition, FLAIR will cease
processing journal transfers between state agencies and the five universities
at the close of business, Friday, May 30, 2003. Agencies expecting to
receive funds from any of the five universities after this cutoff date
should ensure that each institution knows where to send warrants during
the month of June 2003, and checks after June 30, 2003. Departmental
FLAIR disbursement functions are to be changed as needed to make payments
by warrant or direct deposit. These changes include such tasks as obtaining
the correct vendor number and university name for each affected university.
It also includes identifying contact people, obtaining mailing addresses,
and telephone numbers for delivery and/or problem resolution purposes.
Please note we have provided a university contact above to work with
you through this transition.
The remaining six state universities are tentatively scheduled to
discontinue use of the FLAIR Financial System July 1, 2004. When we
draw closer to this transition date, a similar announcement or notification
is planned.
Questions or concerns regarding this transition should be directed
to Patti Calhoun at 850-410-9388 or Suncom 210-9388,
pcalhoun@dfs.state.fl.us,
or Randy Mills at 850-410-9403 or Suncom 210-9403,
