A university has provided us documents which resemble invoices for services from a vendor. The documents are, however, offers for services. The university indicated that it had not requested the services. The vendor is World Telecommunication Database, located in Zurich, Switzerland. Although this may be a legitimate company and there may be no intent to be deceptive, we encourage each agency to be alert to these types of documents to ensure they are not mistaken for invoices and submitted for payment when no services have been requested or provided.
