TO: Agency Addressed (No. 10, 2004-2005)
FROM: Douglas A. Darling, Director
Division of Accounting and Auditing
Department of Financial Services
SUBJECT: Recovery Audit
In preparation for the transition to Aspire, the State of Florida has contracted with PRG-Schultz for recovery audit services. PRG-Schultz will review all payments, greater than or equal to $25.00, made to vendors for commodities and contractual services from July 1, 2000 through June 30, 2004. Payroll, Retirement, Public Assistance, Child Support, Medicaid, Unemployment Compensation, and Workers’ Compensation payments are excluded from the audit.
FLAIR data showing transactions from July 1, 2000 through
June 30, 2004 has been provided to PRG-Schultz. The data is being analyzed to identify potential overpayments and
other errors. PRG-Schultz staff may
need to examine documentation stored by each agency related to these potential
overpayments and errors. PRG-Schultz
staff are required to pull, copy, and re-file any documentation needed for
examination. PRG-Schultz staff must
obtain approval from the agency prior to contacting vendors for repayment after
an overpayment or other type of error has been identified and documented. Agencies should experience minimal
disruption of daily processes.
Mr. Dwayne Brownell of PRG-Schultz is the Lead Recovery Auditor for this contract. Each agency must provide the name, title, phone number, physical location, and mailing address of a contact person to act as a liaison between the agency and PRG-Schultz. Please provide your agency’s contact information to Roy Jeter at (850) 410-9474, Suncom 210-9474 or Roy.Jeter@fldfs.com by May 11, 2005.
