As Florida’s Chief Financial Officer, I am committed to ensuring that every citizen and every business negatively affected by the Deepwater Horizon oil spill are made whole. While the stories have dropped from the headlines, I am well aware that real struggles continue, and I am determined to ensure every legitimate claim gets paid and every community is restored.

Even for those of you who have accepted final payment from the Gulf Coast Claims Facility (GCCF), I know that does not mean your challenges are over. Many Floridians are facing economic challenges today, that's why I launched Your Money Matter$, a financial education initiative that aims to teach Floridians of all ages how to make the most out of their money, and for small businesses how to strengthen and grow their enterprises.

My Department has been involved from the beginning and understands that oil spill victims are not asking for a handout, only what they are due. When that happens, only then can we declare an end to the oil spill.

A divided New Orleans appeals court ruled late Monday that the oil giant has to stick to the terms of its $9.2 billion settlement with the spill’s victims.

December 18, 2013 – Ex-BP drilling engineer convicted of obstruction in 2010 oil spill case Kurt Mix was convicted of deleting text messages from his phone to obstruct a federal investigation of the Deepwater Horizon spill.

The Legislature has considered several bills relating to the oil spill, the following statutes are a result of their work.

Florida Statute 288.8011

Abstract: 288.8011 Gulf Coast Economic Corridor; legislative intent. The Legislature intends to provide a long-term source of funding for efforts of economic recovery and enhancement in the Gulf Coast region. The Legislature finds that it is important to help businesses, individuals, and local governments in the Gulf Coast region recover.

Florida Statute 288.8013

Abstract: 288.8013 Triumph Gulf Coast, Inc.; Recovery Fund; creation; investment. Triumph Gulf Coast, Inc., may receive, hold, invest, and administer the Recovery Fund in support of this act. (6) The Auditor General shall conduct an audit of the Recovery Fund and Triumph Gulf Coast, Inc., annually. Triumph Gulf Coast, Inc., shall provide to the Auditor General any detail or supplemental data required.

Abstract: 218.39 shall include funds related to the Deepwater Horizon oil spill for any year in which a local government entity receives or expends funds related to the Deepwater Horizon oil spill, including any funds under s. 11.45, of a local government entity’s funds related to the Deepwater Horizon oil spill to evaluate the local government entity’s performance in administering laws, policies, and procedures governing the expenditure of funds related to the Deepwater Horizon oil spill in an ...

Florida Statute 377.43

Abstract: 377.43 Disbursement of funds received for damages caused by the Deepwater Horizon oil spill. —(1) For purposes of this section, the term “Disproportionally Affected County” means Bay County, Escambia County, Franklin County, Gulf County, Okaloosa County, Santa Rosa County, Walton County, or Wakulla County. (d) Initiatives to expand and diversify the economies of any county other than a Disproportionally Affected County.
