COMPTROLLER'S MEMORANDUM NO. 02 (1998-99)
SUBJECT: PAYMENT FOR BAR DUES
Section 21. of the 1998-99 General Appropriations Act, Chapter 98-422, Laws of Florida, states "Funds in this act may be expended for bar dues and for legal education courses for attorneys employed by the State as legal staff." Unless the person is employed as a general counsel, deputy general counsel, assistant general counsel, attorney or similar position performing work as legal staff, payment may not be made for bar dues. Payments to the Florida Bar are limited to the basic bar dues, and no payments may be made for Florida Bar section memberships. Payments may not be made for local bar dues. Payments may not be made for bar dues applicable to another state or jurisdiction unless the agency can demonstrate that the legal staff's membership is essential to performance of his or her duties.
The authority for payment of bar dues provided in the 1998-99 General Appropriations Act will expire on June 30, 1999. Payments after that date may not be made unless specific authority is provided in subsequent General Appropriations Acts or other law.
