COMPTROLLER'S MEMORANDUM NO. 03 (1993-94)
SUBJECT: DELIVERY OF STATE WARRANTS
Pursuant to Section 17.03(2), Florida Statutes, the Comptroller has delegated responsibility for delivering State warrants to the agencies which requested payment. We received a complaint indicating that some agencies are mailing travel reimbursement warrants to the employees' homes through the U.S. Mail. While this may be appropriate in some instances, it is generally more economical to deliver warrants to State employees through interoffice mail. Additionally, interoffice mail will, in most instances, provide for faster delivery of the warrants to the employees.
Each agency should review its procedures and make certain that the most economical method is used for delivering State warrants, especially those payable to State employees.
