When I enter last year's account code, I am unable to access the WCAF database to start a new filing. What should I do? Every year the filer/carrier has to activate a new account in order to access the WCAF database. Once you activiate a new account, the system will email the filer the link to WCAF with your new account code. From here, you can start a new filing. THE SYSTEM WILL NOT ACCEPT THE PREVIOUS YEAR'S ACCOUNT CODE. WHAT IS THE DEADLINE DATE FOR THE WCAF REPORT FILING? The penalty deadline for filing the WCAF report is Sept. 30, 2011. Although the statute reads the filing is due every August 1, we allow a carrier a three month period (from 7-1-2011 until 9-30-2011) to submit the WCAF annual report.

What time period is covered for this report? You should report the requested activity from July 1, 2010 through June 30, 2011. However, if you prefer to submit the requested data on a calendar year, that is acceptable. The period for 2010/2011, would be 1-1-2010 through 12-31-2010. If your company cannot separate its statistics for either of these time frames, estimate to the best of your ability, the statistics for the period requested. We are looking for annual statistics to compare from year to year. Show what time period or a explanantion of how you broke the data down in this section of the report "Description of the organization of the SIU or anti-fraud unit". When is the report due? The report is due August 1, 2011. However, it can be filed between July 1, 2011 through September 30, 2011. If the insurance company does not write any WC premium in Florida, do we have to file a report? The WC carrier should activate a new account and start a new filing in order to report that the carrier has no data to submit . The user enters basic identification information, including a password and an email address. The user will start a new filing using the account code provided and the password the user created. The system will then ask the user to create a filing. This will take you to the Filing Search screen. Select your insurance carrier by NAIC code, NAIC group code or insurance company name. Click begin filing. If your carrier does not write WC coverage in Florida, select No Data to Submit. We have four insurance carriers in Florida. Do we have to file four separate reports? No. You can file your report based on the NAIC group code or by listing all the insurance companies. Your statistics should be cumulative for all the insurance companies. However, should you choose to, you can file by individual company. NOTE: It will be easier to search the company list by entering the NAIC individual or group codes. Who do I contact to setup an account? The Workers Compensation Anti-Fraud (WCAF) Report user/filer must activate a new account before starting a new filing. The WC carrier or third-party contractor can activate or setup an account. This process is split into several steps. First the user/filer enters basic identification information, including a password and an email address. The WCAF Reporting System sends an email to the user/filer that contains a new account code and an address link back to the WCAF Reporting System. The user/filer opens the email and clicks on the email address link provided in the email to transfer to the WCAF Reporting System login screen. The account code and the password must be entered to log into the system. Can the third party contractor file the report on the WC carrier's behalf? Yes. The WC carrier can allow their third party contractor to activate a new account, have an email address and create a password in order to access the Workers Compensation Anti-Fraud (WCAF) Report filing. The third party contractor can submit the WCAF report on the WC carrier's behalf. Once the third party contractor has activated a new account, the third party contractor can make separate WCAF report filings on behalf of independent insurance carrier SIU clients. However, when starting the WCAF report filing, the third party contractor must be certain to only select the individual carrier or carrier group that they provide SIU services for. Also, the third party contractor should be careful to only report statistical data for each individual WC insurance carrier SIU client when submitting the filing. Can I enter more than one filing? Yes, if a third party contractor does business for several separate and independent WC carriers, the same account code and password can be used to access the WCAF Reporting system. Once signed on, one or more new filings can be processed for a single company, related group of companies or NAIC company group. If the user needs additional data, can the user save the report data and return to the incomplete report prior to submitting to DFS? Yes. The user will have the capability of saving the incomplete report in order to gather additional information. The user will need to "Save and Continue" through the seven steps of the filing information. At the seventh step, select the option to "Save to Filing Workbench". The user can logout of the system. The user can return to the WCAF Report filing using the account code and password. The report data is stored in the "FILING WORKBENCH". However, the report data will not be stored for more than six months.
What are "recoveries" and "losses"? Recoveries are considered the monies saved by the carrier or not paid to the claimant. Recoveries can include restitution and/or settlement agreements. However, the recovery monies must have been paid to the carrier within the report filing year of July 1 2010 to June 30, 2011 (or the annual period used in the report). If a restitution or settlement agreement is paid to the carrier in the next annual report filing year of July 1, 2010 to June 30, 2011, it should be included in that report filing. Losses are considered monies paid out on a suspected fraud case. If during the annual reporting period, a judgment was in place, but you did not receive it or it was written off, this would be considered a loss for the carrier. Malingering or working on the side is considered a loss. Since this is an annual reporting period, you could incur a loss in one reporting year and the following year it has become a recovery. What if the answer to the report is not applicable to the WC carrier's statistics, do I enter "0" (zero)? No, only enter a "0" zero value when you have zero as the value. If the question does not apply to your statistics, leave the answer field empty. If the WC carrier has previously supplied a description of the organization of the SIU or anti-fraud unit in our anti-fraud plan to DIF, must it be submitted again in this report? Yes, a brief updated description of the organization, position titles and descriptions of staffing should be submitted in this report. What type of information are you seeking for in-service education and training? Provide the names of the seminars and conferences you may send your investigative and claims staff to. Describe the type of training that you will provide in-house to your staff. Provide as much detail as you have available. What if my company does not have a "public awareness" program? Most insurance companies have implemented processes or procedures to educate their customers on insurance fraud. The Florida Division of Workers' Compensation and the Division of Insurance Fraud websites have public awareness materials on educating consumers and employers on claimant and premium fraud. You can also search the following sites for tips on public awareness and in-service education and training: http://www.insurancefraud.org/; http://www.iasiu.org/index.cfm; and http://www.fifec.org/ What if I need to exit out of a section of the filing or I need to look at Frequently Asked Questions? Is the filing easy to navigate from one part to another ? You can use the Common Tasks to navigate out of a function into another function. Most all of the steps of the filing have buttons that will provide directions to you as to the function that you want to complete or begin. Just remember if you exit out of the WCAF system, you must sign on using the current account code and password and select "Filing Workbench" to be able to retrieve the saved filing.
